Known for holding advocacy concerts and using the convening power of music and artists, the organization was founded in 2008 as the Global Poverty Project and has since opened offices in London, Berlin, Toronto, Lagos, Melbourne, Johannesburg and is headquartered in New York. Its Geneva representation was registered in July 2023.

NORRAG is an offshoot of the Research, Review, and Advisory Group (RRAG) established in 1977 and at the time funded by the International Development Research Centre (IDRC) and Swedish International Development Authority (Sida). It was charged with critically reviewing and disseminating education research related to the developing world.
